Intel reported second-quarter revenue of $16.1 billion, up 25% from a year earlier. Management described that as the company’s strongest revenue-growth pace in more than 15 years. Intel also projected third-quarter revenue of $15.8 billion to $16.8 billion and non-GAAP earnings of $0.38 per share. Those figures were guidance as of july 23, not achieved third-quarter results. The strong headline performance initially supported premarket enthusiasm.
Once regular trading began, however, attention shifted toward how much Intel would have to spend to sustain its progress. CFO David Zinsner told Reuters that Intel had increased its 2026 capital-expenditure forecast from $18 billion to $20 billion and expected spending to rise “meaningfully” in 2027. A manufacturer can post faster sales growth while still placing pressure on shareholder returns if new factories, equipment and process development consume cash faster than earnings expand. Investors should also distinguish between a disappointing stock reaction and a weak revenue report. The nearly 8% decline did not erase Intel’s 25% year-over-year sales growth; it reflected a reassessment of what that growth might cost and how reliably it could improve profitability.
Strong AI Revenue Meets a More Expensive Investment Cycle
Intel’s Data Center and AI business generated $6.3 billion in second-quarter revenue, a 59% increase from the prior year. That was the clearest company-reported evidence that AI-related computing demand supported the quarter. Demand for server processors can benefit Intel even when much of the market’s attention is directed toward specialized accelerators from competing chipmakers. The limitation is that AI-driven demand does not automatically produce attractive free cash flow. Intel reported negative adjusted free cash flow of $8.419 billion for the quarter under its stated non-GAAP definition.
During the first six months of 2026, additions to property, plant and equipment totaled $6.192 billion, compared with $8.733 billion in the same period a year earlier. The lower first-half property and equipment figure does not eliminate the spending concern because Intel’s revised full-year plan calls for capital expenditures to accelerate. Investors should be careful about treating every dollar of AI-related infrastructure spending as equally profitable. Selling more Xeon processors, developing new products and expanding advanced manufacturing capacity have different margins, time horizons and competitive risks. A surge in segment revenue may arrive well before the factories and technologies supporting it generate acceptable returns.
Intel Foundry Revenue Grows While Losses Remain Material
Intel Foundry reported $5.8 billion in second-quarter segment revenue, up 31% year over year. At the same time, the segment recorded an operating loss of $2.089 billion. The comparison captures the central tension in Intel’s manufacturing strategy: activity is growing, but the economics remain substantially negative. The $5.8 billion figure should not be described as wholly third-party foundry revenue.
Intel states that its operating-segment revenue includes intersegment transactions, and its quarterly results showed $5.477 billion of total intersegment eliminations. As a practical example, manufacturing work performed for Intel’s own product groups can contribute to foundry segment revenue before being eliminated from consolidated company revenue. That accounting structure makes outside-customer traction harder to judge from the headline segment number alone. Investors assessing the foundry turnaround need to examine operating losses, external customer commitments, manufacturing milestones and eliminations—not simply compare the $5.8 billion segment figure with the reported revenue of a pure-play contract manufacturer.
How Investors Can Evaluate Intel’s Spending Tradeoff
A practical way to assess Intel is to compare incremental spending with measurable improvements in operating performance. The increase in planned 2026 capital expenditures from $18 billion to $20 billion is a $2 billion change. Investors can monitor whether that additional commitment is accompanied by narrower foundry losses, better cash generation, higher external foundry revenue and successful production ramps. The tradeoff is unusually demanding. Spending too little could delay new manufacturing processes, constrain capacity or weaken Intel’s ability to compete for advanced chip orders.
Spending aggressively can support technology leadership, but it also raises depreciation, financing and utilization risks if customers do not arrive on schedule. Underused fabrication capacity is especially costly because many factory expenses remain even when production volumes fall short. Intel’s €5 billion investment at its Leixlip, Ireland campus illustrates the scale of the decision. The company valued the program at approximately $5.7 billion and said it would expand capacity for Xeon 6 and next-generation Xeon products manufactured on Intel 3. Intel said the program began earlier in 2026, but its expected scope and timing remain forward-looking rather than completed production achievements.
Accounting Differences and Manufacturing Milestones Can Mislead
Intel recorded a second-quarter GAAP net loss of $11.0 billion, or $2.16 per share, while reporting non-GAAP earnings of $0.42 per share. That wide discrepancy makes it misleading to characterize the quarter simply as an operating collapse. The GAAP result incorporates disclosed accounting items excluded from Intel’s adjusted measure, while the non-GAAP result presents management’s view of underlying performance. The reverse warning also applies: adjusted earnings should not be treated as a substitute for GAAP results or cash flow. Investors should identify which charges were excluded, determine whether similar adjustments recur and compare adjusted profit with negative adjusted free cash flow.
A company can report positive non-GAAP earnings while still consuming significant cash. Manufacturing terminology requires similar care. Intel said its 18A-P process entered risk production, which is not the same as high-volume production. Risk production is an important stage in moving a process toward commercial output, but yields, reliability and economics can still change. Intel separately said it entered high-volume manufacturing for a subset of Panther Lake processors using 18A; that specific achievement should not be generalized to every 18A-P product or customer program.
What the Third-Quarter Guidance Does and Does Not Show
Intel’s forecast calls for third-quarter revenue between $15.8 billion and $16.8 billion, with non-GAAP earnings of $0.38 per share. The midpoint of the revenue range is $16.3 billion, slightly above the $16.1 billion reported for the second quarter, but the range leaves room for either a sequential decline or an increase.
Guidance is sensitive to product demand, customer ordering patterns, manufacturing execution and the timing of expenses. For example, revenue near the top of Intel’s range would not by itself resolve concerns about foundry losses if capital requirements and negative free cash flow remained elevated.
The Metrics Behind Intel’s July 24 Selloff
The July 24 market reaction followed a report containing some of Intel’s strongest recent growth figures: total revenue rose 25%, Data Center and AI revenue increased 59%, and foundry segment revenue advanced 31%.
